My guess is they didn't film all of that footage with the initial intention of making it tied into Star Wars, instead it was probably footage filmed previous, waiting for the right opportunity to be used, like this.

Agreed. Also, it might seem a little odd having an Imperial Storm Trooper driving a Rebel surface vehicle. Maybe a Jedi in front and R2-D2 in the back seat.
